Harbor Bay is a city located in the eastern region of Norta.
History
Harbor Bay had been included in one of the several attacks done by the Scarlet Guard. It was brought up by Colonel Macanthos during a large gathering in Queen Elara's personal dining hall, however it was falsely told that the explosion was caused by a gas leak in the Bay.[1]
